GENERAL STATEMENT OF JOB

Under limited supervision, plans, organizes and directs the maintenance of Irmo Chapin Recreation Commission facilities, grounds, vehicles and equipment, and the upkeep of all recreation properties. Supervises and reviews the work of subordinate maintenance personnel. Performs related supervisory and technical work as required; ensuring compliance with all applicable policies, procedures, regulations, and standards of quality and safety are met Reports to the Superintendent of Operations.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

Plans, organizes and directs the activities of maintenance work crews in the areas of grounds and facilities maintenance, vehicle and equipment maintenance, and the upkeep of all recreation properties, ensuring compliance with all applicable policies, procedures, regulations and standards of quality and safety.

Supervises the work of subordinate supervisors and/or maintenance crewmembers. Supervisory duties include scheduling; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; participating in employee selection; acting on employee problems, and recommending employee discipline and discharge.

Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers training, advice and assistance as needed.

Plans, organizes and oversees the implementation of employee safety programs; provides for and evaluates safety training; enforces safety rules and protocols; provides guidance and instruction to subordinates in safety matters as necessary.

Develops and ensures the timely implementation of a preventive maintenance program and maintenance work request system for the upkeep of agency facilities, grounds, recreation properties, vehicles and equipment.

Identifies maintenance problems and makes recommendations for resolution; plans, coordinates and implements corrective action where needed.

Monitors equipment service histories through the preparation of cost analyses and other reports; reviews related reports, records and logs.

Oversees horticultural project planning, coordination and implementation.

Plans, develops and/or designs construction projects as requested.

Coordinates inter-agency resources for maintenance projects; ensures the most cost-efficient and effective use of manpower, work time, equipment and other resources.

Monitors division budget and expenditures; approves purchase requests.

Develops and maintains a record-keeping system to maintain accurate and up-to-date records of maintenance services completed.

Assists subordinates with maintenance duties as necessary to ensure completion of projects in a timely manner.

Coordinates turf management program.

Receives, reviews, prepares and/or processes various records and reports including maintenance records and reports, incident / accident reports, budget reports, time cards, invoices, construction drawings, work orders, architectural / construction plans, performance appraisals, construction reports, inspection reports, and various other records, reports, memos and correspondence.

Refers to policy and procedure manuals, computer manuals, safety manual, equipment manuals, codes and regulations, technical drawings, etc.

Operates a vehicle, truck, bucket truck, grounds and facilities maintenance equipment, and a variety of office equipment such as a computer, printer, typewriter, calculator, copier, telephone, two-way radio, etc.

Uses computer and clerical supplies, various hand and power tools.

Interacts and communicates with various groups and individuals such as the immediate supervisor, other department heads and employees, subordinates, contractors, engineers, architects, other government agencies, consultants, volunteers, vendors, maintenance service providers, and the general public.

Coordinate and lead planning sessions for project development and execution of design and set-up of Holiday Lights displays and lights; manage staffing and other resource needs to maximize potential for successful execution of Holiday Lights electrical, hardware and displays; define project objectives and scope, identifying involvement of internal and external stakeholders; conduct risk analysis to reduce unforeseen obstacles and costs; create detailed schedule, project parameters, and budget expectations; delegate project activities and duties in accordance with team members' strengths and experience; engage in continual learning to remain abreast of industry best practices, new technologies, and emerging standards; collaborate with and lead teams to deliver results on schedule and within budget limits

ADDITIONAL JOB FUNCTIONS

Assists subordinates, other divisions/departments, and other agencies in the planning, set-up and execution of other special events and programs.

Performs general administrative / clerical duties as required, including preparing reports and correspondence, copying and filing documents, answering the telephone, entering computer data, attending meetings, etc.

Performs related duties as required.

MINIMUM TRAINING AND EXPERIENCE

Requires a vocational diploma in facilities maintenance and/or building trade(s), horticulture or related field supplemented by two to five years of responsible facilities / grounds maintenance experience, which has been in a leadership or supervisory capacity, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. Must possess a valid state Class II driver’s license. Minimum qualifications or standards required. Project management experience is a plus.

TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Tasks involve the regular, and at times sustained, performance of moderately physically demanding work, typically involving some combination of climbing, balancing, stooping, kneeling, crouching and crawling, and the lifting, carrying, pushing and/or pulling of objects and materials of moderately heavy weight (up to 50 pounds), and occasionally heavier objects and materials (up to 100 pounds).

Requires the ability to speak with and before others with poise, voice control and confidence.

Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Requires the ability to apply influence systems in managing a crew; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Must be able to communicate effectively and efficiently with persons of various ages, educational and cultural backgrounds and in a variety of technical languages including facility management / maintenance, automotive maintenance, grounds maintenance, construction, horticulture.

Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time. Must be able to use practical applications of fractions, percentages, ratio and proportion.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes using office and special machinery; to operate motor vehicles and light construction equipment.

Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, tools, etc. Must have significant levels of eye/hand/foot coordination.

Color Discrimination and Visual Acuity: Requires the ability to differentiate colors and shades of color; requires the visual acuity to determine depth perception, night vision, peripheral vision, inspection for small parts; preparing and analyzing written or computer data, etc.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines. The worker may be subject to danger or risk to a moderate degree and to tension as a regular, consistent part of the job.
